We are trying to turn on SCP. But we get an error message about shell access. Do we need to configure "Allow Logon/Shell access" in the Access Control tab in order for SCP to work?

Hello,
You do not need shell access for scp access. Please make sure that you are testing with scp client and not a ssh client.
Only a ssh client will request shell access.

SFTP works SCP failed with below message "exec request failed on channel 0 lost connection"

Please check the server event log, accessible from the Logging page of the Local Server Configuration program, for an error event at the time of the failed connection. The details of the event should explain why you cannot connect.
Make sure that you have turned on SCP access on the Access Control page. Also make sure that if you are using either or both of the restricted access on the SCP Users or SCP Groups page that your user is a member of each page that you have restricted. In other words, if you have checked the "Only allow configured users/groups access via scp" that your user is either a listed user or a member of a configured group. If both options are checked, then the user must be in both lists.
