How to setup public key on client and initiate sftp with server

We are struggling with creating a public key that can be supplied to server we are trying to sftp with.  We have done this using Tectia, but cannot resolve using Pragma.  Are there any detailed step by step instructions available?

We also include a utility with the server, upload-key-exe, that you can use to push keys to our server for authentication.
