Never mind. I just figured it out.

When I migrated the app one of the settings was pointing to a drive which wasn't there.

I installed the telnet server and successfully put in the key. When I telnet in I get 'Connection to host lost'. When I go directly on the server the software works. I seem to remember this before, something about adding the user locally, logging on, and then I can delete the local user.
